Is your Xbox live active?
Have you cleared your cache on both platforms recently?
Clearing your console’s/Pcs cache also your router fixes lots of problems.
Doing this a least once a month on consoles is recommended and also doing this after an update.
Close console/router
Unplug from the wall

Plug back in and restart.

I'm on PC but I cross saved from Xbox. I let my xbox live gold lapse a few months ago but haven't had issues this whole time. I'll have to try a router reset and file verification and see if it clears up. Thanks!
