So I cross saved way back in 2019 and I had bought forsaken for around 30 dollars at the time,
I took a year or two long break from destiny 2 during its transfer to steam, recently I started it up for my characters not to be found, I do not mind that part but the part I DO MIND is that it doesn't recognize that I bought forsaken on battle.net
help!!

Hi there. Please ensure that you're signing into the same Steam account that you originally linked your Battlenet data to. If the migration was successful back when you did it, your characters would still be there.
Now, there was an issue when the PC Move was first introduced in that Forsaken wasn't transferring for some players. This was resolved fairly quickly; however, impacted players had to log into the game, quit, and perform the migration again. If this happened to you and you did not get Forsaken transferred, it's now far too late to do anything. The deadline to migrate your data was December 1, 2020.
Basically you are too late.
Bungie and Blizzard gave everyone 14 months to transfer everything from Battlenet to Steam.
This window to transfer ended on the 1st December last year.
Bungie and Blizzard did email you and did a high profile campaign to inform people of the transfer.
All you needed to do was to tell them where you wanted the save data and game licences moved to.
As this transfer window is now closed if you want Forsaken you will have to by it again on Steam.
I recommend buying one if the available packs containing all the dlc to get you upto date.
