I'm not entirely sure how feasible of a solution I'm about to propose is, but I'll try to write it clearly. Instead of sunsetting armors (since that removes player's incentive to grind for good stat rolls), why not instead give players a pool of stat points that is inherent to the character and not their armor (i.e. making armor only have light levels and makes the impact of sunsetting less felt)? I haven't looked too deep into it, but from what I've seen 66 appears to be the highest consistent stat roll (meaning that most high roll armor will have stats around 66 -65, 66, 67- while the highest I've encountered has been 71, but that was only one instance). With that, why not give the players 264 stat points (66 * 4) at the start and 324 (an additional 60 for Masterworking) once a challenging mission/event is completed as a replacement for Masterworking. From this, players could max 2 stats at the start and 3 at the end, in order to fix balancing issues, every milemarker (10 points in a stat) can be nerfed or the benefit of having a maxed stat can be nerfed in order to make up for the 3 maxed out stats. If Bungie does add the ability to turn legendary armor into ornaments, then the above suggestion would remove the player's dislike for sunsetting as the only impact would be the removal of an armor with a lower power level cap instead of the time dedicated in getting a god roll. Though I do see the potential backlash of implementing this, as it does remove all the hard work that players have done in order to get said god rolls before the sunsetting and the issue around balancing.
