Had an earlier post about not being certain, but now I know. Confirmed, not dropping. Per Destiny 2 Update 2.8.0: Obtaining the MIDA Catalyst is no longer impeded by playing with Clanmates. Drop rates were adjusted and now properly scale with the Clan "Catalyst Seeker" Perk bonus. Added drop chance for wins at Glory Rank 3 Fabled (5% without Clan bonus, 10% with Clan bonus) Increased drop chance for wins at Glory Rank 4 Mythic (5% > 10% without Clan bonus, 10% > 30% with Clan bonus) Now guaranteed drop for any win at Glory Rank 5 Legend. Just won a match at legend, (5500 glory) and no drop. I'm done with comp until bungie says something, since I've grinded the past two weeks into the ground in survival all for the catalyst. Not happy at all that it's bugged and they haven't said anything. EDIT:: Just won a game at mythic 3 (10% drop chance) and Mida Catalyst just dropped. In case anyone was still wary about grinding comp for the catalyst even after the patch notes. Confirmed it does drop now. Good Luck!
