It seems like the hipfirefrom Symmetry can hit non-hostile players if fired at their feet. It seems to work on fireteam members as well as random players in the open world. Some guy killed me, then chased me around for ~5 minutes attempting to greif while I farmed in Cosmodrome. I do not have recording software on my computer, so I could not capture it. Bungie can check my report history for the player name.
