Baseline reduced flinch for all weapons. The higher the stat the less flinch you get and pair it with other unflinching perks.

Not necessarily if its base percentage for all weapons per resilience it is more easily balanced. Besides we have unflinching perks that really have no way of saying g how much it actually reduces flinch if at all. This way it gives players an idea of how much they are actually resisting flinch.

Which is what resilience would do standardize it. Remove the unflinching perks that literally state no percentage of flinch resistance just hey you have enhanced unflinching x. Cool what does that mean? You have enhanced unflinching x. With resilience being tied to flinch it would 1 make it actually useful to have. 2 make it simpler to judge how much flinch your resisting 2% 5% 10% etc. 3 would make it way easier to balance than some hidden arbitrary number in a perk.
