What about raids like scourge and crown? Bungie didn’t say anything about them being exempt from sunsetting, which doesn’t make sense. Unlike menagerie and reckoning, you can’t just jump into these activities whenever you want. It doesn’t make sense to just keep two out of the seven current raids viable.
