You're not reading this article correctly.
The clarification was about the Season Pass being able to be accessed across platforms via cross save.
The expansions (Forsaken and Shadowkeep) do not.

Brilliant thanks so much for that didn't realise that it seasons not the expansions.
wouldn't that still mean that I would have access to black armoury and season of the drifter and all of year two content including the raids(except last wish) I would have thought since those are in the seasons and not the expansions that they would be available (specifically Scourge of the past and Crown of sorrow)?

The seasons the document is referring to are the new season passes which started with Season of the Undying on Shadowkeep's release. Seasons prior to Shadowkeep were licensed DLC content and different from how the current seasons are distributed. So no, the only way to access Forsaken-era seasons is by owning a Forsaken license on the platform you're playing on.
