I'm a hard core raider(You can look me up on raid report idc) but to play devils advocate. I'd rather we don't get a small raid in between seasons of big expansions. To be honest, a lot of the lairs are either ass to just meh.
Eater of Worlds - 2 heavy weapons at the time, now a special and heavy)shotgun and grenade launcher). Horrible looking armor imho.
Spire of Stars - the very first raid that I have less than 3 clears in destiny. I sometimes forget this one exists. A kinetic side arm that's... Meh. And a heavy weapon at the time, now a special, also very.... Meh. The armor is just EoW armor but with extra bits added onto it and a color swap. Yay /s.
Scourge of the Past - Its... Alright. I can't stand how mindless it is for a raid and it like reckoning can put me to sleep. Though I'd be lying if I said I didn't enjoy it when it came out. Nowadays I can't be -blam!-ed to run it, I have to really be in the mood to do so. The loot was mediocre at best. Shotgun and Anarchy being the only stand outs. Maybe the scout rifle but that might be stretching it a bit. Rocket is a glorified bad omens but correct me if I'm wrong bad omens shoots slightly faster. Cool I guess...? Armor is all right, I dig the titan set minus the helmet.
Crown of Sorrow - My favorite of the lairs but the loot too, is pretty meh. Shotgun being the only standout weapon. Tarrabah is just the worst raid exotic I've used, I'd rather use touch of malice instead. Auto rifle can be good with outlaw/multi kill clip but then you realize autos need a little help... Still... The armor's look pretty sick, warlock being my favorite one from the lairs.
As much as I don't like saying this, we're better off not having a raid in between cause the big raids that are out once a year have loot actually worth grinding for beyond just one or two weapons. Of course you'll still have some weapons that stand out which is typical of raids(Chattering Bone, Midnight Coup, Sacred Provenance, Emperor's Courtesy to name a few). Best we get to used to seeing one raid a year from now on it seems or get ready too.
To be fair, raiders aren’t a massive part of the community and a lot of work goes into making raids. If they pumped out raids like strikes they’d probably all eat ass.

Being serious. Last I checked, it like less than 5% actually play a raid.
Totally makes sense for a company to waste of time, money and resources on a game mode that literally almost no one plays.

Sadly, raids take a lot of time for them, and making content is hard for them.
They could make the raids more accessible to more players, but I think that would require some work also, so not gonna happen.
Conversely, PvP doesn't take much effort and they can't seem to do anything with that, whether it's balance or bringing back Trials.
I radied a lot in D1, but hardly at all in D2.
I think they are simultaneously trying to drive away the PvPers and hardcore PvEers at the same time.
