I've been noticing this recently and was curious as to whether it was my controller or not but my controller is actually pretty new (only a few months old) and I've NEVER had this issue before on any game, especially Destiny 1/2... until Shadowkeep. Basically, every now and again when I'm playing my camera (right analog) lags so trying to turn quite literally feels like I'm moving through molasses for roughly 2 seconds. It could very well be a Framerate issue or a server issue. Either way it's not the best thing to experience when playing (Definitely not in PvP).
