Because that's how level caps work. 950 is the normal hard cap. Once you reach 950, the only thing that will be higher are pinnacle drops, which by design will only ever drop +2 above your highest possible power level. If through pinnacle drops, you are able to raise your power level above 950, powerful drops will then start to drop at that level.
At 950, pinnacles will drop at 952. Getting 952 items in four equipment slots will raise your power to 951. At that point your powerful drops will be 951, and your pinnacle drops will be 953.

Thank you both for that information Why have four powerful gear tiers if only one is helpful. Funny been playing this game since D1 Grinding my hump , doesn’t Bungie realize that not everyone is able to get people to do pinnacle events??? Thanks again for the help

So what you’re saying is if my titan was let’s say 968 not only pinnacle drops but all powerful gear should be dropping higher than 950 or am I mistaken? I could be wrong but I thought that a tier 3 powerful gear should be dropping over 950 because I am level 968 but it didn’t and nothing is not even pinnacle drops except for the iron banner drops

You aren't 968, you're something like 951 (a couple of 950s and a couple of 952s) the rest of the 968 looks like your artefact is +17 or something like that. That's just a "boost" beyond your actual power level. So remove the power boost (you'll lose it in about 3 weeks at the end of the season anyway) to determine your real level.

Here's the most important thing - you're not 968. All gear drop levels are determined based on your gear power average. The bonus power that you get from your artifact is never factored into the level of any of your drops. Looking at what you have equipped, you have a bunch of 950s, and three 952s, so your actual power is 950-point-something. Until you get up to an even 951, you will get 952 pinnacles, and 950 powerfuls. Get one more 952 items and you'll hit 951, then you'll get 953 pinnacles, and 951 powerfuls. Also, 960 is the absolute highest level you can have for a piece of gear this season. If you grind out your pinnacles, you can potentially gear up to 960, but never above that.
