A question that is still unanswered from forsaken is how did the scorn manage to make a devourer bullet when none had the capability of doing so? (It is said that not even the mindbender could make one).
After Aunor looked into it a bit she suspected Drifter immediately, but we know that Cayde and Drifter used to work together so that didn't make a lot of sense.
However, another possible source we know is Shin Malphur. Shin tells us in his lore to us that when he looked back on it, he believes it was necessary for Dredgen Yor to kill Jaren Ward in order for him to rise up. As well that he believes it is a worthy price.
So if Shin wanted us to become the legend like him, he would have pushed us to become stronger by giving the scorn the tools to permanently kill someone close to us (Cayde).

The Drifter worked with many people and almost never cared about anyone, including Cayde. The Drifter didn’t supply the bullet, but having worked with Cayde in the past doesn’t mean anything to the Drifter. So I guess I’m just saying this as a fun fact lol As for Shin, you made a rather good point, but I just don’t think it was him. It’s out of his character to kill a Guardian who hasn’t fallen to the Darkness.
