I'd say it's a bad thing for both, as a human's mind is the ultimate form of privacy and reading one's mind could reveal the horrors of one's humanity.

As for me, hell no! I don't want to know who is looking at my daughter and thinking dirty thoughts. I don't want to know who is planning to beat their wife and/or kids when they get home. I don't want to know which preacher is cheating on his wife with some choir boy. I don't want to know the filth that exists within others.
I keep my shit together by pretending everyone else out there is a better person than me and I need to be a better person. If I had to see what was in people's darkest thoughts, their heart of hearts, I would lose it and shit would get ugly.
If you could choose when and who’s mind to read it would be good. If it was an involuntary thing - like a million people’s thoughts in your head 24 hours a day - it would probably drive you insane.
If everyone could after some time it would be fine. If one person could it shouldn't be too big of a deal, socially literate people can generally tell what you are thinking before you say it.

Bad, very bad. See every villain with the ability to read minds ever. Worse if they can telepathically share your thoughts with other people who can't read minds.
Only if its selective. Reading one person's mind at a time. You could counter argue them and speak their thoughts, win every 1v1 fight and be able to win quiz shows with ease.
