Sure it would, they'd have to take an extra second or so to aim. Every second counts in a gunfight

well, not really if they use jotunn like most people, aka precharging it, then peaking. this weapon needs 0 nerf anyways, i think this exotic is the perfect definition of a "noob killer", it can melt players with a sentry turret gameplay (and god i love when i see those getting hit by a jotunn X), and it can be hot trash against decent to great players.
