I've been playing since vanilla destiny 1 up until now, on the ps3 and ps4. Recently I've put together a PC to be used primarily for gaming. I'm 100% moving my account to the PC once cross-save is available, but in doing so, I have wondered if have to buy Forsaken on the PC as well as shadowkeep? I have every DLC on the ps4, but because I have it on my playstation account, does that mean I have to purchase forsaken on the PC as well?

Licenses are platform account specific and not part of the cross-save system. Cross-save is just using your Destiny 2 save data; licenses are a platform thing; licenses and save data are two totally separate things.
If you intend to play all content on PC, then you'll need to purchase that content on PC. You already owning it on PS4 has no bearing on the licenses you own on PC.
Also looking at doing the same. Just been looking though and you can't seem to be able to buy Forsaken on Steam so i'm not sure how i'll be able to play any of that content. Like the Last WIsh raid for example.
Am I missing something or is it only Shadowkeep content onwards.
