I've been working on tribute hall bounties for a while now and finally decided to start buying tributes and try to unlock bad juju. Apparently I lost the first "free" tribute between the two characters I play and I'm now stuck. My primary character says I need to place the first tribute but has no tribute to place. My secondary character says I need to buy and place three tributes to unlock some memory token. Both characters are unable to purchase any tributes because they are waiting for a quest step to complete. I didn't cheese the tribute glitch or anything, I just thought you had to build up the discount before you started doing anything with tributes or you would end up paying too much in resources. Any ideas on how to unlock my tribute hall? I thought about starting another character but I haven't started a third one yet and it would mean playing through a bunch of story missions just to get to the point where I could access the hall.
