Like the public events in Rise of Iron. A quest line that rewards something completely unique, in the sword category (which lacks an exotic solar sword), would entice players to play.
Otherwise, the rewards are a bit lacking to motivate some players. Aside from triumphs and collectors wanting every piece of gear, the new quest seems a bit on the long side, for gear that's not a huge upgrade over what we already have.... or what we can already get in the game.
Even with enhanced perks and a second mod slot, that's not a pre-nerf Luna's, Recluse, or Mountaintop level of awesome.
But a Battle Ax? That shoots a floor of flames towards people like a thermite grenade? That would get people to play. That would be something worth grinding for.

I wish i had the axe to. It would actually be awesome but for them to do that would be like admitting burning maul was pointless.

On a more productive note, we really need new melee weapons by now. I liked the concept of the axe in D1, which basically became the Burning Maul, but also the class specific swords having different stats, swing speeds, etc., but they were still all swords. It'd be need to have more melee weapons that swung differently, hand varying ranges, different damage types, and more. Maybe a javelin, that was a bit weaker, but could piece/be thrown like the Valkyrie. Bring back the axe, have it swing SUUUPER slow, but deal good damage. Tonfas, daggers, bo staffs, the possibilities are limitless... unlike Bungo's imagination.

They would never put it in as an exotic. Now what they can do is add it to the map and start the first map specific weapons. They could have it spawn in a specific location aand the only way to spawn it is for your team to get a powerplay and it only last for as long a powerplay or your cap a zone to give it may 2-3 ammo back per zone. They should do this for the sword of darkness and scorch cannon as well.

So let's get to taking out their command, one by one. Valus Ta'aurc. From what I can gather, he commands the Siege Dancers from an Imperial Land Tank just outside of Rubicon. He's well protected, but with the right team, we can punch through those defenses, take this beast out, and break their grip on Freehold

Won't the pve community whine that an exotic is locked behind pvp even though it's directly connected to iron banner? I mean even cool exotics like outbreaks zero hour mission was great, yet a good deal of people complained about timers and simple jump puzzles. And now you want to lock an exotic behind a pvp event that only comes around once a month?

It really shows they implemented the "quest"(lmfao) as a timegated filler in order to force players to play more IB to get armour. Before, you could do bounties and matches, get what you wanted if you were lucky, and then never touch it again. Instead of improving the rewards in a more exciting manner or improving IB, they just put a wall between you and the armour, which I feel we should take the time to acknowledge that it's not even new armour, just rehashed items from Y1, all in order to pad their numbers on IB activity. It's absolutely unnecessary and unimaginative, and they know full well about that. Not once have I heard someone complain about getting IB armour "too quickly", and far too many people seem to think otherwise.
