And other consoles please. Not like Xbox Ones don't have the ability to do that too

They can do it on Xbox one. It’s just that destiny 2 engine wasn’t optimized for frame rate. If the new engine their using for ps5 is optimized for Frame rate maybe ps4 pro and the x can get 60fps but we will know when we know. I personally think we should have the option to optimize frame rate instead of resolution or optimize fov slider instead of resolution... 4K isn’t needed in PvP. I think pvp should purely be 1080p with fov sliders and 60fps+ games have done pvp only 60fps. And I’m pretty sure if they make pvp frame rate only we could get 60-100fps :) depends how good their engine is and how strong ps5 is.
