Have you tried to take your frames into the Bergusia forge? All frames can be completed there. If it's truly a bug with Izanami then try with the 4th forge. In actuality, you're likely not finishing a step like you think you are or are not noticing the frames in your inventory. I've run all the forges with no issues, as well as everyone in my clan. Calm down and be more observant.

There were numerous incidents like this yesterday,none of which were addressed or fixed by Bungie.The Bergusia forge is only a option if its open to you.In my case its not open.I quit the game for a while because I had enough of Bungies incompetence.I came back to find nothing has changed.Telling me to "calm down and be more observant" is unbelievably condescending.

Stop blaming others and see what you might be doing wrong. Use this philosophy through life and things will go much better for you. Also, the 4th Forge is available for everyone, even if you don't have the previous ones unlocked. I know because I was able to access it with my alternate characters without going through the other forges as well. Again, stop thinking other are doing you wrong and find out what you're doing wrong.
