In D1 the only way they got people away from shotguns in PVP was to not let shotguns spawn with ammo. Up until then shotguns were always effective. That was back when melee damage actually did something too. Only by taking away ammo on spawn did they force a change to sidearms. I'm not sure anyone really wants that in D2.
If they take a meter off the range of DRB we'll all still be killing each other with shotguns, just from 8 meters instead of nine meters (or pick your nerf say 7 meters instead of 9). I don't see a slight range change really changing how PVP works. If they really nerf range, we'll be killing each other with full auto shotguns in two shots from longer range. People who can close to 9 meters consistently can close to 7 meters. It takes probably less than a second to cover the extra distance.
I'm not saying going back to sidearms only is a great idea, but just trying to illustrate how powerful shotguns have nearly always been in Destiny PVP. A nerf is just going to mean we all switch to a different shotgun or learn to get closer since we know the other guy has a shotgun with the same range we have

They just should make special ammo again into boxes and only spawning every 2 minutes. Ammo will be lost on spawn and no ammo drops on dead. Since sidearms take primary it won't change anything in that way. We need the D1 ammo economy back in pvp.

This is 100% correct. Shotguns are going to be powerful no matter what....their freaking shotguns after all. The only way to significantly reduce their prevalence is to nerf the crap out of ammo (D1), or put them in the heavy slot (vanilla D2). People hated both options, so here we are.
