As long as you have the Volundr forge completely unlocked it should have dropped from Fallen enemies. I got mine to drop from killing Fallen in the EDZ.

Yea, if you've forged the Hammerhead frame that Ada initially gives you than you've completely unlocked Volundr. I would try killing Fallen in the EDZ or load up the Scourge of the Past raid solo and kill some Fallen in the opening area.
