Where in the video does it show that person being offline? That looks like bad internet. There is a setting in xbox to hide online status to non-friends...so anyone not that persons friend will see “offline” for their status. This has nothing (at least in my opinion) with them showing offline & a lot to do with their connection quality in general.

In that video it is not shown that the person was "offline" true, but when he went to his camecard/profile it said "last seen 14h on xbox dashboard" What you see in this video is the effect being offline on Xbox does on PvP on destiny.

Well im on EU and this happens to me alot, and to report players doesnt help i have reported 50+ users That have broken to "Modification or interruption of Destiny network traffic with intent to disrupt the experience of other players or to gain an advantage in the game." https://www.bungie.net/en/Help/Article/11929 Nothing helps

Your view of them lagging is not proof of manipulation. again, it has nothing to do with your topic of them being viewed as offline. All you can do is report them and move on. If there is something illicit going on, bungie will handle it.
