There is a bug that causes Nova Warp, the forsaken void warlock ulti, to deal zero damage for it's entire duration. When it happens Nova Warp will cause no damage, and the 'explosion sound' of each pulse doesn't go off either. It doesn't matter whether you tap or hold left click. You can still warp around with the shift key. I have had this happen to me in ranked crucible matches, in gambit, in iron banner, and even in the forsaken mission to unlock the class, where you have to kill enemies and it gives you only void warp to do it! In the nova warp tutorial! It happens with regular frequency, I'd say maybe 30% of my ults are just waiting for the bar to run out so I can shoot again, because I don't even think you can cancel the ult early and it has no way to deal damage when the bug happens. I've googled around and I see this happens to other people too, I can't believe the ultimate ability of one of the forsaken classes is so insanely bugged this long after release still. This class/ability is a large part of why I got the forsaken DLC too.
