Lol this shit is going to take a long time. But that's beside the point. If a gun became meta, how could any developer justify only allowing a few thousand people to have access because of a deadline? Exclusive weapons and PvP don't mix unless it's purely cosmetic. PvP players don't seem to consider the future health of their preferred mode when they complain about this.
