[Edit] This has been solved with the latest hotfix 1.2.1.1. I now get the performance expected from my hardware.
The input lag caused by being in fullscreen make's no sense. If I go into windowed mode at 1280 x 720 I get better fps and less input lag than in fullscreen 1280 x 720 but what I think is strange is that despite me lowering settings to the most possible minimum I.E "Lowest" "Off" and "25% Render Resolution" even at 1280 x 720 I can hardly get 60 fps on mars. On EDZ I get 70 - 100 fps but with my specs I should be seeing higher numbers especially in crucible which floats around 90 fps on these abysmal settings, with almost half a seconds time worth of input lag.
I also experience a black screen on startup which I can fix by changing screen modes in my display settings.
Spec's are as follow's (Laptop GL72M 7RDX)
Intel(R) Core(TM) i7-7700HQ CPU @ 2.8GHz (Turbo's Up to 3.8)
Nvidia GeForce GTX 1050(2Gb) + Intel(R) HD Graphics 630(Integrated)
8gb DDR4 Ram 2400mhz
5400Rpm 1TB HDD
64bit Windows 10 Home
1920 x 1080 External Benq Monitor
This game ran with much less input lag at the same settings, infact at 75% render resolution on my desktop(Amd Phenom x4 20, 2.8ghz and GTX 560) at around 60+fps in crucible I don't understand how my setup is under perfoming even this, or even how windowed mode can sometime's have less input lag than exclusive fullscreen.
I'm also on Driver version 397.64
Anyways I sincerely hope I can get some assistance with this, I am also willing to provide some screenshots of my game or extra system spec's if needed.

Little bit of an update, I tested the render resolution setting on titan standing in one spot with hardly any changes. 25% 150% and 200% I wanted to show the differences in the extremes which is why I did not include 100% render resolution, regardless the level of performance does not match up at all with my graphics card.

Ok so it's been two day's since I have thrown this post up and the game-play is still absolutely and horrendously abysmal I have bought both destiny 1 and destiny 2 with all expansions there is absolutely no reason I should not be able to play this game after spending over 150$ for both of them. I would also like to mention that basically every other possible help forum would at least have an automated system to tell me that someone will come to help within the week. I certainly hope I can expect the same from a multi-million dollar company.
