Random Rolls or Better Weapons
Would you prefer to have each weapon roll random perks each time you acquire it
Or have weapons with better perks but no random rolls

In fact, that sounds annoying and poorly designed. I think House of Wolves in D1 was the closest to getting it right. Random rolls with the ability to reforge perk setups. It wasn't perfect, but it was a hell of a lot better than anything that came afterwards.
