I don't understand how it's wrong?
In the end you wouldn't STAY with those rolls unless they were the most effective rolls.
What is even worth having on better devil's other than explosive rounds?
Outlaw?
Rampage?
Maybe so, or maybe not.
How many different shotguns did people run that didn't have range finder?
Or fusions without counter balance?
Or snipers without firefly?
Or rockets without proximity?
Or heavy machine guns without counterbalance?
Literally every bit of variety you speak of revolves around being forced to keeping one perk that can't be removed, or isn't worth removing.
What variety would there be if every auto rifle in Destiny 1 could roll counterbalance and rangefinder?
None, absolutely none.
The variety you speak of revolved around having a single perk and that's not good.
Once you have a better devil's with...whatever it is you want, what good does it do you to have a judgement with the same roll?
Wouldn't you just be satisfied with a single handcannon rather than needing all the others?
That's the exact same issue Destiny 1 had.
If you had a palindrome with every single roll possible, why would you even need another handcannon?
The variety you speak of is just as limited as static rolls is.
