What if Xûr sold quests/missions, you'd have to finish to get the exotic.
There would be a small quest mission that would have you travel the planets to find certain stuff, similar to the rat king.
Have a backstory, little lore piece that would tell us more about the item.
Not just a handout, they don't even cost that much and we are stacking up those legendary shards ...for what ?
