I've heard from a number of people that the flinch when being shot makes it nearly impossible for players to get sniper kills. It's definitely easier with an agile snappy scope and the snapshot perk however the maps are definitely not designed with snipers in mind. Personally I think the flinch could be reduced a tad but the link I've attached shows that sniping is definitely possible with the right playstyle.
