I'n not sure, I just know that its probably a hidden perk in the Greaves. Shoulder Charge is literally broken without them. The tracking is terrible and the animation is slower too. Thank god they gave the greaves the hidden perk. Test it out for yourself.

I mainly run Should Charge for the fast movement, the Greaves are just the icing on the cake for those right moments. You'll be surprised how many supers you shut down. When I hear a defender pop a bubble my ears perk up, lol.
