Currently hcr are effective in doing what they are designed to do, which is make target acquisition more difficult. Yet it is possible to fight through hcr and win.
So what you want is to make them as pointless on high rof weapons as they are on low rof?
Figure out how to deal with them. Use cover. Dont spam the trigger. Try a weapon with unflinching. Use hcr yourself. Please don't ask to nerf things that are working. Ask for buffs to things that aren't.
I know hcr are a pain to deal with, they're supposed to be. This is like the Viking funeral nerf all over again. Things shouldn't be nerfed simply because they're "frustrating" to deal with.

That's probably where we differ. I don't think you can meaningfully nerf them without making them pointless. Too small a nerf and the target still misses, but nerf it any more and they have no impact on the gunfight. Either they miss or they don't. What you're asking for is for hcr to be effective but not cause the target to miss. Personally I don't believe there is a middle ground. There will always be dissenters on either side.

My question is what do you consider "somewhat effective"? Either hcr makes them miss or it doesnt, and if it becomes less reliable than it is now then I don't think anyone would use it. All the ways to counter a nerfed hcr would be effective with hcr the way it is now. And I don't consider being able to hit shots through hcr as countering it. That's just hcr being ineffective.

It's an interesting thought, but hcr is inherently less effective at close ranges because even if the target is flinching like crazy their target is much bigger and easier to hit. So this would make hcr completely useless in the only situations where it provides a real benefit. I can't remember hcr ever having a real effect on my close range fights. I do believe that clever Dragon archetypes are a bit too effective at long ranges, and hcr exacerbates that problem. However that's a problem with the weapon stats and not hcr.

Well it would probably ruin hcr for auto rifles. Their drop off distance is pretty close. Hand cannons don't work properly with hcr. Scouts are supposed to work at longest ranges so why use a perk that wouldn't work at long ranges. And hcr on pulses would be situational at best. I think hcr would be ruined if it only proc'd at optimal range.
