MOMENTO BUS WRITING SOLVED
When put into a caesar cifer with a code of 7, and you repeat it seven times, and then you put that in at a code of 4 you get: "Genius without education is like silver in a mine" which is a quote by Ben Franklin possibly related to the Last Exit code

Gonna have to try that. I put that code into a basic Caeser shift and got a bunch of first names which I believe to be creators of the game in one way or another. I read a post about someone who said they decoded Last Exit and their conclusion was: "Significant light increase." Not so sure about that but you seem more detailed in your decoding so I thought I would toss it your way. Also if you look on a real Venus map there are sections Alpha and Beta together and to the east is Ovda and Thetis regions. No idea if there is a connection but the more we talk about it the better chance we have!
