On Step 8 of the Outbreak Prime quest, does your whole raid group need the quest for it to count?
More specifically, do all of them need to be on the same quest stage as you?

No. In fact, you can be the only one with the quest and it still works. Just be sure that on step 9, the three required guardians are in orbit together before going to the social space to complete the step. Do not have more than the required three in the fireteam for step 9 in other words...
