Why didn't Rasputin stop the Fallen from obtaining SIVA?
Rasputin killed "over a hundred" Iron Lords trying to prevent them from obtaining SIVA, but it seems like he hasn't taken any action at all against the Fallen. Then again the Fallen seemed to have no problem just waltzing right into his Bunker so maybe Rasputin just isn't what he used to be.

This probably goes in line with what saladin mentioned about the vanguards false interpretation of rasputin being only another warmind. His intentions are so obscure im hoping bungie can expand on this greatly in destiny's sequel
