I never understood why dropped the weapons in the first place. Yes I get that some became too powerful or over used, but clearly the dev staff is capable of almost completely reinventing the the intrinsic "wow" factor an usefulness of the weapon will keeping it relatively true to it's original purpose, the best example is Dragon's Breath.
Plus, like the big, if not vague expanded universe lore and engaging gameplay, it's the weapons that keep me interesting in the game. It's definitely a lot more interesting that CoD's 20 variations of the same assault rifle or Titanfall's bare bones weapon systems (in terms of big title sci-fi shooters), and don't get me wrong I'm a big fan of both games, especially Titanfall.
But the exotic weapons (and armor) in Destiny where always as big high point for me, just like the Raids. They were unique in design and use, and so potent in some cases that the weapons became legends themselves in the community, for better or worst. Try mentioning The Last Word, "Baller-Horn", or Invective and you'll see what I mean.
I obviously can't change Bungie's decision to hold some exotics back, but I would personally love to have each and every weapon, new and old, see a return as the game progresses.

The biggest issue was that it was the only thing people would use. Just like the elemental primaries. Out of all the guns for PvE use, they would use the gun that had a element instead of something that was just kinetic. I know I did but looking back if it wasn't ice breaker on, it was the gally. Nothing else and that really wasn't what they wanted so to have them brought back into year 3, they would need a very large change instead of just a damage decrease or a range drop. Take ice breaker, you have a small charge time with every shot to get that shot back, but the round naturally had a small explosive rounds effect along with high caliber rounds. That alone was great for the PvE content, but add in the fact that you could equip it, get a full 6 shots and then swap for another weapon and still have full ammo, it was game breaking.

I can agree in some cases that element primary weapons should have been exotic only, but I still believe that the weapons can be modified without losing their original luster. Unfortunately it's still hard to control a community that gravitates to the easy choice. No offense, I refused to follow the other sheep so to speak, gained my Gjallarhorn early in the Dark Below but refused to even equip it because I saw how it turned people into raving idiots, only a few people know I have it even still to this day (not that it matters now, but still) But most of the reasons Icebreaker was even useful are now gone, and even then it would be very easy to change the rifle yet keep it's role as a weapon of attrition. And I don't think you'd need very big changes either.

Oh trust me I hope the bury the gally hard now to bring back in line with truth. A tracking rocket that explored near players or enemies and has very small explosives that don't do nearly half as much damage as what it used to. Just like with Zhalo I would have loved to see a solar primary. I would have adored a void one. Maybe instead of an auto rifle, scout for void? Pulse could be the solar?. But alas it is too late now we wait for d2

To be honest I never thought it was the burn(except for nightfall) but mostly for the perks and the higher attack. For example i liked fate bringer but i always prefered my devil you dont and vis of confluence was my 1st raid weapon and it was full -blam!-ing auto with a 27 round mag so of course i was going to use it.
