Yes, even against a legendary Jackal sniper. Wayne has accomplished more than chief could hope to dream about, on a far larger scale. I'm sure he could handle the [i]entire[/i] Halo campaign on legendary in like an hour. I see a lot of "Jackals don't miss on legendary" comments.
