Consoles don't run games at as high of quality or at as high of framerates but are completely centered around gaming/media. They're also cheaper and all equal, but unupgradable. PC run games at better quality with higher framerates but honestly no one's going to build a $300 gaming PC and play modern games at console quality for a decade or so. PC's also have things like multiple displays and customizability. And of course more functionality. Also PC games tend to not be as good as some console games. For gaming, I'd say they're about equal. For functionality, obviously PC wins.
Tl;dr Console cheaper but not as usful. PC more $$ but more usful. Gaming equal. Functionality Console < PC.

They are getting close. Like now you can install games, install apps and browse the internet but a computer have more features then that... I think that consoles are moving that way. I would like to have a console more dedicated to games only but its good to have some extra features.
Yes and no. It is running on PC hardware and is using a Linux operating system, and its obviously a computer you use personally. However, the OS and hardware is so thoroughly locked down it removes many of the things that people would use to make it considered a true PC. It's very similar to an apple computer in that regard, though over the years they have made their OS and hardware much more open, allowing Windows to be installed as an example. It's also possible that someone could hack the hardware, and create custom drivers and install their own OS on it allowing all the freedoms of a true PC. This however would be extremely difficult, but it has been done in the past on early generations of the Ps3 I believe. I don't know of any instances of it being done on newer systems though.
It classifies as a "PC" but is limited to a certain number of tasks. I have both because of certain exclusives. I basically have my Xbox for Halo. For other games I use my laptop.
Not really. A desktop can do far more things to my knowledge. You can get a pc just as powerful as a ps4 from £200-300. So if its only for gaming then ps4. If you need it for work and other stuff then pc.
