A just rule under a benevolent monarch. The Second Queen matches Dead Orbit, feeling that the Earth is a dead end, and people must take to the stars. The Third Queen matches Future War Cult, which is really only interested in waging war. The City is just a conflict point for them to exploit.

Yes but it's more like this. The cunning and caniving savathun is a direct parallel to hunters. The brave and strong Xivu Arath is a parallel to Titans. And the curious and inquisitive Oryx is a parallel to warlocks. Each of the three sisters/brother is a foil to us guardians and that was probably 100% on purpose by the writing team.
