shot guns against side arms argument is mute because side arms are the rock to the shotgun(scissors).
but snipers are the handgun in the rock paper scissors combo since aggressive play is currently heavily punished in destiny.
extending the range is a bit of an issue since its change would just make some encounters kill from a bit further away which defeats the rush down mentality...
best change to shotguns would be to slow the fire rate down but increase movement speed while wielding them. this would increase the amount of rush down players when compared to the sniper players but not necessarily solve the entire problem.

The current issue is how to balance snipers against primaries.
You don't counter snipers with any special weapon currently, as it's not possible.
Sidearms were trash compared to shotguns before they removed shot package.
Now that shot package is gone, shotguns as a whole are worthless.
Sidearm>shotgun, in every situation in which the enemy isn't already in melee range and uses a shotgun himself.
but there in lies the problem...you believe that primary's are going to get a damage bonus but with bungies track record they have done nothing but reduce their damage as a whole which lead to special weapons becoming the meta.

snipers being the meta lead primary use to a minimum however in all the matches i've played when their is a mix of shotguns , fusions, sidearms, and snipers i find my primary weapon receiving more use than before.
primary's do quite a bit of damage and can be used however when every player is using a sniper primary weapon usage drops considerably due to the damage difference......
