We should be able to pop heavy ammo synths in PVP with the exception of trials, elimination, inferno, and rumble. Here's how it will work.
Currently, heavy ammo spawns ONE time during a match, after the five minute mark. Which is kinda dumb now since the ammo nerf with the recent update. Guardians will be able to pop a heavy at anytime in a match. It could be the beginning or towards to the end, whenever they use a heavy, it will have a 5 min cool down just like it already does in PvE. So if they play their cards right, they could use two heavy ammo synths per match which is what it used to be anyways. Games last a little over 10 mins anyways. Let's say a guardian uses a heavy at the beginning of a match and gets killed. They lose their heavy And would have to wait five mins to use another one. The cool down would carry on to the next match and so on.
This could help teams have a comeback in matches in skirmish, salvage, rift, and so on. Getting Destroyed in Salvage, pop a heavy and turn the match around. This would ultimately make guardians use more strategy in when it would be a perfect time to use a heavy synth.
Heavy ammo would be eliminated from spawning in general. It would remain the same as it currently is in the matches listed above.
This would also make guardians purchase more heavy ammo synths and make Xur a little bit more relevant.

I imagine it would definitely be an interesting experience. However, I'd much prefer it if they just returned to pre 2.1 nerf. Ya know, back when we had special ammo on a regular basis, and heavy ammo came 2 or sometimes 3 times a day. #TitanMasterRace
