changing platforms
i am currently playing of ps3 but am thinking of upgrading to ps4 does my character and dlc all carry over?

Hi smurff, Your character's and their progression will carry over with your PSN account, as well as the first two expansions (Dark Below and House of Wolves). You will need to purchase a PS4 version of Destiny: The Taken King, as it is not upgradeable. Your character will carry over as long as you use the same PSN account to login. As for DLC's, you'll need to buy the base game which will come with The Dark Below and House of Wolves though you will ALSO need to purchase The Taken King as well.
