Bungie was updating the game a lot in the first few months it was out. Like an update every couple of weeks. After a while they slowed down, just like I'm sure the division will too
It's like people have completely forgotten what happened during and shortly after destiny release.

I haven't forgotten. Been playing since launch. However it took Bungie far longer to address much smaller problems, and subsequently create new ones. I'm just saying that Massive and Ubisoft seem to be more on top of things than Bungie and Activision had or have been.

And considering how bad bungie has been for a while now about updating the game, it's likely that massive or whoever will do better and managing the division in the long run. But you cannot compare them yet, because they are doing basically the exact same thing bungie did in this timeframe

I know what you were saying and you are incorrect. Bungie was quick to address problems for the first few months. There were constantly updates. And as far as "creating new problems" there are always going to be unforeseen consequences when you try and balance/fix gameplay. The division is no exception. It has SERIOUS problems in the dark zone and when they try and fix it, I'm sure other problems will arise because of it. The division hasn't been out nearly long enough to be able to make comparisons about how their creators and bungie manage the games.
