there are always ways around making it OP. the more you shoot out of your bubble, it decreases its duration. less damage when shooting out of your bubble, length of shooting from bubble decreases agility, etc. not saying its the best idea, but I have always thought that should be an exotic perk as well. armor of light is a wasted perk and should be automatic for the titan dropping the bubble (maybe not everyone else)
