You cannot isolate the discussion to super vs super. It completely ignores the fact that the other classes have much better perks/synergy with great supers that compliment them. Sunbreaker ONLY has the super (skating is a thing on all subclasses so IMO neutral).
I will say, in Mayhem (due to the nature of that game) Sunbreakers are pretty nasty since that Super is up so much. In regular playlists the cool down keeps them nicely in check.

It's a weak argument, sorry. The Sunbreaker's neutral game by far isn't bad enough to compensate for how good the super his. Highest mobility because of titan skating, lifesteal on every ability, pretty much the best grenade of the new classes (incendiary grenade and that's simply because it blocks a hallway completely while dealing some nice DoT) and then Twilight Garrison for ultimate trolling. I really don't understand why people believe that the Titan's neutral game is weak. But then again, I also do not understand how people can't realise that the HoS is stronger than Arcblade ever was.
