it was probably not maxed armor. HoS itself isn't overpowered, it's the build people use with it. Max armor, forgemaster and cauterize.

And the increased armor for solar subclasses. I have reason to believe a max armor, radiant skin speced, warlock with that type of armor and TheRam would reign just as mich terror down as they did pre-Ram nerf if not more... but nobody factors in people have that armor.
