What a strange concept bungie.. I mean, how does a sword even consume or use ammo?? I don't see a slot to shove that crap in there.. useless I say

You're thinking along the lines of what we think of as swords. In the destiny universe, they have aliens and a giant white traveler thing. If they have those, then it's highly possible that in the destiny universe the swords we created run off of some kind of energy. At the end of the game when oryx took the power out of his sword it crumbled and a crystal came out. So maybe even his sword was fueled by some sort of power? (Ammo, if you will ;D )

It's basically to make sure you don't have a power weapon for the entire match, in at least multiplayer. The same concept why heavy weapon ammo is limited to drops in crucible, so you don't destroy people the entire game. Edit: Also, like in Halo, it needs the battery/charge to make the blade. No power/ammo, no blade. With no ammo, you just have the hilt.

The Hadium flakes description says they store energy, and assuming weapon synth is essentially a form of transforming energy, we can deduce that a swing of the sword must use energy that is stored in the Hadium flakes, and when it runs out, it can no longer use that energy. Think of a lightsaber except it runs on batteries.
