Exactly! As I said earlier, you can choose the difficulty of play for PVE, but PVP doesn't seem to offer that option. Any attempt at balancing player skill seems crude at best, but this is a problem all game companies face.
I'm not sure how present those controls are, or what criterium are used to (invisibly) rank people (to keep them playing among people of their own skill), because I can guarantee you that a person playing PVP right now (for the first time) will encounter players whom play as though PVP is their job.
I'd suggest that Bungie take a good, hard look at PVP balancing again, as it seems they still don't have it right. Skill, level, and gear matter a great deal, but players with inferior gear and stats are readily pitted against veterans with top-tier gear and K-D ratios over 20:1. It should take a while for a new combatant to be able to face top-tier opponents. Take a look at the forums; internally and externally, these kinds of issues drive people away, which eventually, diminish everyone's experience.
Thorn is no magic bullet. It won't turn a player with low skill into a top-tier combatant, but being able to acquire it and use it among people in their ranking pool will help them enjoy the game more.
So, in summation, Destiny PVP controls are grossly inadequate, and quite crude. Players are right to complain that Bungie puts a lot of emphasis on PVP, but does not commit the resources to make PVP as enjoyable as PVE. Insisting "everything is just as it's supposed to be" is just obstinate elitism.
