Simple. Put it back in the pool of perks you have the possibility of getting. I don't really see why they took it out, probably as a quick nerf since they can't ever think of anything. So yeah, everyone would have a chance to get it again, but with the balancing I presented, it shouldn't be as big an issue as it is now.
