Is there an upgrade for:
increase reload primary weapon speed? I don't mean the perks where an individual primary weapon class is effected, but a perk that increases all primary weapon reload speed like the special weapon loader? I need to know because I am trying to create the perfect handcannon armor set and I know that perks don't stack, so if I have two increase handcannon reload speed perks it would be a waste.

I remember seeing some Exotic Titan Gauntlets that let you choose which primary you wanted faster reload speeds for. It was some datamined info that I saw before The Dark Below came out so I don't know if that piece of armor was changed/renamed or if it's coming out with The House of Wolves.
