They were in Africa in 1942. And in 1938, Hitler was TIME magazines man of the year. I'm not sure you understand the term "innocent civilians"... It means that they have nothing to do with war. They didn't bomb anyone. You're looking at billions of individuals as one just because they share the single aspect of living in the same country.

Japanese soldiers killed more civilians in China than the American soldiers who dropped the bombs on Nagasaki and Hiroshima. The soldiers on the Japanese side felt great while committing these atrocities from pictures and writings, on the other hand, first hand accounts of the soldiers dropping the atomic bomb wasn't such a celebration.
